RULES FOR SUBMISSION OF FILMS TO THE 67TH PULA FILM FESTIVAL
18-26 JULY 2020
(These Rules apply for categories Short Pula, Student Programme, International Programme, Pulica, Dizalica, Cinema by the Sea)
1. GENERAL
The organiser of the 67th Pula Film Festival is the Public Institution Pula Film Festival. The Festival Council is the professional advisory body of the Festival, and consists of 13 members who adopt and oversee the implementation of the programme and the financial plan of the Festival.
All films made in 2019 and 2020 can be submitted to the 67th Pula Film Festival.
Pula Film Festival does not charge fees for submissions and does not pay compensation to screen films from the Croatian Programme, Short Pula, and the Student Programme.
Submissions are open from 17 March 2020 to midnight 29 April 2020.
2. NON-COMPETITION PROGRAMME
The call for submissions for the non-competition part of the programme of the 67th Pula Film Festival is open to the following categories:
Non-competition Croatian Programme (Short Pula, Portarata, Pulica, Dizalica, and Cinema by the Sea)
- a) fiction short and medium-length films,
- b) drama series,
- c) documentary series,
- d) documentary films,
- e) animated films,
- f) music videos
International Programme
- a) fiction feature films,
- b) documentary films with topics from the history of cinema,
- c) drama series filmed at locations in Croatia or with Croatian filmmakers
Student Programme
All short and medium-length films (fiction, documentary, and animated) produced at the Academy of Dramatic Art in Zagreb, Academy of Fine Arts in Zagreb, Academy of Applied Arts in Rijeka, Study Programme Acting, Media, Culture in Rijeka, Academy of Arts in Osijek, Academy of Arts in Split, and other Croatian higher education institutions can be submitted.
International Children’s Programme Pulica (for children of ages 3 to 13)
- a) fiction feature films
- b) animated films
International Programme Cinema by the Sea
- a) fiction feature films for high school students Dizalica (for children of ages 14 to 18)
- b) fiction feature films for youth Ambrela (for youth of ages 18 to 25)
3. SUBMISSION PROCESS
Film submissions are made via an online submission form at the Pula Film Festival website: www.pulafilmfestival.hr.
Submissions can be made by producers, directors, and national film bodies authorised to represent and submit films.
The submission form and submitted films need to meet the provisions of the Pula Film Festival Statute and these Rules.
The submission form has 6 parts:
- Category selection
- Information about the producer
- Information about the film
- Information about the authors
- Technical information
- Attachments - 5 still images from the film (min. 300 dpi), list of all roles with names of actors (actresses)/protagonists, list of Croatian filmmakers who have participated in the making of the film - only for minority co-productions
The selection copy of the film has to be available in electronic/digital form via a download link (with the password provided) or via video platforms (Vimeo). The selection copy of the film has to be available to the Festival until the end of the Festival (26 July). The technical specifications for the selection copy in digital form: format 4:3 (1.33:1) or 16:9 (1.77:1); video format: MPEG4; codec: H264; resolution: min. 1920x1080p, bitrate: max. 3000 kbit/s; stereo or surround 5.1; language: films with dialogue in languages other than English need to have English subtitles.
Confirmation of submission and the submission form in PDF will be sent to the e-mail address of the contact person listed in the submission form.
The submission form cannot be changed after the submission process has been completed.
4. FILM SELECTION AND RESULTS
The films are selected by the Artistic Director of Pula Film Festival.
Upon the proposal of the Artistic Director, the Festival Council can include a film that does not meet the provisions of Article 6 of the Statute of Pula Film Festival into the Croatian Non-Competition Programme.
Priority status for screenings at the Arena is generally given to films from the Croatian Programme that have not been distributed or screened in the Republic of Croatia in any way.
The results of the film selection will be announced on the official website of Pula Film Festival and in the media following the session of the Festival Council in May.
Official notifications on the results of the selection will be sent via e-mail to e-mail addresses listed in submission forms.
5. TECHNICAL CONDITIONS AND SUBMISSION OF FILMS FOR OFFICIAL SCREENING
The official programme of the Festival can screen only technically correct films on:
- DCP or 35mm film (Croatian Programme)
- DCP or digital file (Short Pula and Student Programme)
35 mm film

DCP
Aspect ratio: 1.85:1 or 2.39:1; sound: stereo or surround 5.1; colour: black and white, colour, or both
Names in the DCP file have to be in line with the Digital Cinema Naming Convention. More information at: https://isdcf.com/dcnc/
(Please deliver films on a hard drive in a standard CRU drive enclosure >= 7200 rpm and external power supply (220 V), with all corresponding accessories (cables, power supply). Hard disks have to be formatted in ext2/ext3 or NTFS file system.)
In case the DCP requires a digital encrypted key (KDM), please send the key to: kdm@pulafilmfestival.hr no later than 24 June 2020.

All films have to be in original version with English subtitles.
The producer/applicant bears the costs of mailing the official screening copy of the film that has been selected for the Festival, while the Festival bears the costs of return delivery.
Producers have to deliver the official screening copy of the film to the Festival no later than 29 June 2020 for Short Pula and the Student Programme for the purposes of technical verification. For films delivered after the said deadline, the Festival does not guarantee technical verification or technical correctness of the official and public screening.
The producer/applicant has to notify the Festival of the date when the official screening copy was sent and the type of delivery. The film will be returned within 10 days from the end of the Festival, according to the agreement between the producer and the organiser of the Festival (programme coordinator).
The Festival is responsible for the safekeeping of the copies from receipt to the point of return delivery. In case the copy of the film gets damaged while under the care of the Festival, the Festival bears the cost of making a new copy.
The producer has to make available the submitted films for a maximum of four screenings within the Festival programme without compensation. The Festival will make arrangements with the producer regarding additional screenings or the Festival travelling outside of Pula.
6. ACCEPTANCE OF TERMS
By submitting a film, the applicant accepts the provisions of the Pula Film Festival Statute and the Rules for Submission of Films. The submission form is valid in electronic form, without a stamp and signature.
By submitting a film, the applicant guarantees that they are the legal and rightful owner of all film rights, and that copyright and contractual obligations to crew members and collaborators have been settled.
